Appearance
Phoean has not the ageless look of an Aes Sedai, having just been raised to the shawl and sworn on the three oaths. However, she does look much younger than is her true age. She still looks as though she was in her late twenties. She is thus sometimes mistaken by Aes Sedai as being a young novice, due to the fact that she wears White most of the time, in a style much like that of a novice
Phoean is a redhead, meaning that her hair is of a bright red shade. A trait that is rarely seen in the lands nowadays, prompting speculation that there is some Aiel blood in her. However, if there is, most of it has been washed away by at least several generations worth of people. It is a distinguishing mark in the White Tower. As far as she knows, she is currently the only one to have such fiery red hair in the Tower.
Phoean has fair skin that has been tanned by sunlight due to the fact that she spends much of her time in the Gardens contemplating and coming out with theories of knowledge and reasoning, with the nature of the gardens to still her head, and the calm that allows her to think without disturbance aside from the sounds of nature, which she loves.
Personality
Niexei Sedai has a submissive personality that has been grounded in all her 52 years of Novitiate and Acceptedhood. This is even more important because of her standing in the AEs Sedai hierachy. She is the lowest standing Sister in living memory.
However, when faced with non-Aes Sedai, Niexei Sedai is all self-assurance and self-confidance, with no submissive personality visible on the surface. She bears with the submission around other Sisters. She doesn't take it from any other person, as Novices and Accepted have found to their cost. Although there are Accepted stronger than her, they dare not try her patience.
Phoean is all patience and calm when dealing with Novices and Accepted. But she is also firm. A novice caught playing pranks by her is sent straight to the Mistress of Novices, in such a calm and patient manner that the one guilty feels like screaming. But they know better, for she would just arch an eyebrow and give a very hard swat on the hip that would leave a welt for days.

Talents
One Power - Niexei Sedai is the weakest Aes Sedai in living memory. Regarded as little better than a Wilder and treated little better than a servant. She is even quite below the average Wilder strength. Many people have wondered how on earth such a weak channeler managed to pass where other stronger channelers have failed.
Elemental Prowess - Niexei Sedai is very skilled at weaving Fire and Air. Spirit comes into play at a close third. However, she has slight difficulty weaving Water, and more so when weaving Earth. Her combination of strength of Air and Fire proved very useful in her test for the shawl as it allowed her to defend herself well. Fire wielding abilities are very much needed during the test
Flame Wielding - Niexei's ability in Air and Fire give her extraordinary control over fire and lightning, which she can use. She has also developed a weave that allows fire to cloak her without harming her, though admittedly it does get rather hot.
History
Niexei grew up in a small town at the edge of the Andoran border on the river Anduin, and thus had to sometimes also endure Cairheinin raids on their side of the River Anduin. On one such occasion, her parents and siblings were killed while she was put under a floorboard, crying silently. This left her the only remaining member of her family living, and an orphan.
Due to the fact that the survivors of this raid either could not afford to bring her up, or had no interest in doing so, she was sent in the company of a family to the city of Tar Valon, where she would grow up as the daughter of the White Tower, and be cared for lovingly, with all the needs of a girl of her age, with education that are taught to Novices. Arithmatics, the Old Tongue, History, Customs of the Lands, and so on and so forth.
Thus, when she was found to have the rare ability to channel, she was thus far ahead of most Novices, and even some of the Accepted. The only thing she had to learn really, was channeling. The only difference being enrolled as a Novice was that of a shift of quarters, and the addition of more chores to work. She sometimes taught the Novices simple things that had nothing to do with the Power, such as History, or Arithmatics.
But due to the fact that she was extremely weak in the Power, it was common knowledge that she would not be able to earn the shawl for a very long time, if at all. She practiced channeling all day, during her free time, never stopping for a break. She tried extending her dexterity and skill, and succeeded pretty much, able to divide her flows up to at least five ways, which was a thing unheard of for one of her strength. But as she proved, it would be skill that determined the number of flows one could divide into.
But the thing that so far she is most renowned for was by accidentally blowing out her room, and, in the process blasting open the doors to the rooms in the corridor. Needless to say, she was duly punished by the Mistress of Novices, who sent her to scrub pots for a month. Although the workings of her new weave did attract attention from the Brown Ajah, who found out later that the weave she had used, consisting of Earth, Fire and Air, released all the latent energy stored in whatever the weave was applied to.
After fifty odd years of gruelling work and sweat, she finally went into the Ter'Angreal for the test for the Shawl. She passed, just barely, making it back just alive, and needing the help of several Aes Sedai just to make it back to her rooms, and needing the healing of several Yellow Ajah sisters. When she came to the next day, the first thing was her official raising, and she chose the White Ajah.

This whole paragraph is rather contradictory in itself. It seems like it's going in one direction, and then it goes somewhere else completely.

This kind of leaves it rather closed to people who might want to make their character a redhead. There are other peoples in the Wheel of Time that have red hair. It's not common there, and it's not common in reality, but it does occasionally happen.

I will absolutely not accept this at all. If it took her that long to become an Aes Sedai, she would have been cast out of the White Tower after ten years, not over fifty. And then, only after they made sure she could channel without hurting herself or others and she would have become a Kinswoman. There are cases of Aes Sedai being very weak in the Power, yes, but they were raised Aes Sedai within a reasonable amount of time.

This actually tells us very little about her personality. She must have some sort of facets to her character that aren't submissive and not submissive. dig deeper into her personality and give us something more that how she deals with Sisters and those under her station.
Also, the Personality section is supposed to be 200 words or more, there's only 174 here.

I'd really rather you not compare her to a Wilder, that's a whole different field from an Aes Sedai. Maybe if the Aes Sedai see her as only an Accepted and look down on her that way. There is a heirarchy in the Tower that is associated with Sisters' strength in the Power, you're right, but leave Wilders out of this. Also, that last sentence in this first paragraph seems pretty implausible after I've read the other two paragraphs.
Okay, with this, I'm okay with giving her being slightly more capable with Fire than average, but since she's so weak, it would not be as easy to wield as you make it seem. Also, with Fire wielding being needed during the test, even Accepted can use Fire as protection. In New Spring, Moiraine used fireballs in her test for the shawl. Each illusion is different for each test. Every element is used in the test for the shawl.
Okay. Fire I can deal with, lightning, I can't. There's already a character that uses lightning here and he's a very powerful male channeler. If she's as weak as you say she is, she can't use lightning. Also, Fire has a completely different nature than the other elements of the One Power. Aes Sedai usually use a shield of Air. You've already said she's gifted in Air, use that. And again, if she's this weak, she should not be able to use Fire this much. Concentrate on using Fire with Air. Also, give us a feeling of what she can use Air for by itself.

Be more specific about this family. You can live in Tar Valon without having anything at all to do with the White Tower. Thus, the education taught to novices would not have applied unless there was an Aes Sedai in that family that caught her ability to channel and she was actually initiated into the Tower.

Again, she wouldn't have received this education unless she was actually a novice. And, novices do not teach others, they are taught whether or not they already know the material. Moiraine was retaught a lot of things that she had already had taught to her as a Lady of Caurhien.

Novices are not allowed to channel without supervision by Accepted or a Sister. Also, if she was able to divide her weaves into five different ways, they would be rather weak.

Again, if she was weak to begin with, she would not have been able to create a new weave like this, especially if Earth was involved. It's her weakest element of an already weak strength. If everyone had basically given up on her to begin with, her potential with Saidar would not be this wide.

And again, the White Tower would not have allowed her to stay on for this long. Also, how long ago was this? A few months? A few years? Be more specific, especially since she's a newly raised Aes Sedai.
